Historically, mining and the exploitation of natural resources have been the foundation of the Bas-Saint-Laurent economy. In 1995, more than 8,800 workers were involved in activities linked to the primary sector. This represents more than 10% of the regional workforce compared to 7.0% for the entire province of Quebec.
